Anthony J. Quain

Anthony J. Quain is a developer of health economics solu­tions in the private sector. From 1995 to 2006 he was a software engineer and later Director in the development of the National Biomedical Computer System (NBCS), the American Red Cross’s blood donor and blood component IT manage­ment system. From 2007 to 2015 he served as Product Devel­opment Manager and Project Manager in the Clinical and Economic Research department of 3M Health Information Systems. He has coauthored several journal articles on episode payment systems and clinical risk adjustment. At present he manages the implementation of health and identity fraud solutions for Fair Isaac Corporation (FICO). He earned a bachelor’s degree in Economics from Georgetown University and a Ph.D. in Eco­nomics from George Mason University. He lives with his wife and two daughters in Alexandria, Virginia.
